Mission StatementThe mission of the Shelby Public School is to provide quality education and guidance so students will have opportunities and options in life. The Administration, faculty, and staff are pleased to present the 2006-2007 Annual Report to the citizens of this community. The report is designed to provide you with important information about the Shelby Public School. It is published annually in accordance with Nebraska Department of Education Rule 10. The Board of Education, administrators, teachers, and staff hope that this report will encourage all community members to become aware of the accomplishments and needs of the district and to become involved in planning for continued improvement. AccreditationShelby Public School is fully accredited by the Nebraska Department of Education and meets all requirements set forth in Rule 10, Title 92 of the Nebraska Administrative Code. This accreditation provides standards and school improvement procedures that commit schools to excellence. Description of DistrictShelby Public School District is located in the community of Shelby, which has a population of approximately 700 in East Central Polk County. The school district has a total population of 1,575 with a student population of 289. The district encompasses 104 square miles. The district operates one K-12 attendance center located in Shelby. Because of the area that the district covers, the school district operates four regular bus routes. The district provides a comprehensive program of instruction as described in this report. Extra curricular activities supplement the program for students in grades 7-12. Student AchievementAmerican College Test
The American College Test (ACT) is used to predict the performance of students in post-secondary institutions to make admissions and scholarship decisions. ACT results are frequently viewed as one measure of K-12 preparation of students. The ACT consists of curriculum-based tests of educational development in English, mathematics, reading, and science designed to measure the skills needed for success in first year college course work.
Table 1 shows the five-year trend of Shelby’s ACT-tested graduates.

Standardized Testing: In 2007 Shelby Public Schools adopted a new form of the Iowa Test of Basic Skills/Iowa Test of Educational Development to allow our students to be compared to more recent norming standards. 2005 norms are now utilized. The scores listed below are reported as national percentile rank. This is a rank of a score compared to a nationally representative sample of test takers. Total Reading is comprised of scores in Vocabulary and Reading Comprehension. Total Language is made up of scores in Spelling, Capitalization, Punctuation, and Usage and Mechanics. Total Math includes scores in Math Concepts and Estimation, Math Problem Solving and Data Interpretation, and Math Computation. The Composite Score includes all of the scores listed.
